Guest post: Bridging the Digital Disconnect - From Hidden Labour to Shared Vision

Manifesto's Zoe Gorbier responds to The Hidden Cost, mapping a power-vs-awareness gap where leaders control budgets but miss the hidden labour keeping digital running and teams see the risk but lack authority. She sets out a framework to close it.

Reading this excellent, revealing report, we at manifesto recognise these challenges immediately. They echo what we see daily—not just in the culture sector, but across the wider third and public sectors.

While digital channels dictate how audiences engage with organisations—from buying a ticket to interacting with an exhibit—internally, digital is still too often treated as a peripheral 'side job'. As Ash powerfully asks: "If our most experienced digital person left tomorrow, what would we discover we had been depending on that we didn’t know we were depending on?"

The truth is that organisations are reliant on digital to achieve their missions, yet the teams delivering this work are frequently running on invisible fuel.

The Power vs. Awareness Gap

Reflecting on the report's findings, I mapped out a dynamic we encounter across almost every organisation we work with. There is a significant digital disconnect across the layers of hierarchy and power:

The paradox is clear: Digital awareness sits at the bottom of the hierarchy, but the power to enact structural change sits firmly at the top.

  • The Top (Controllers & Leaders): Often lack the digital literacy to see the invisible labour keeping systems afloat. They hold the budget but see digital as a cost centre rather than a strategic driver.
  • The Middle (The Trapped Middle & Drivers): Caught between executing legacy strategies and managing the burnout of their teams, desperately trying to enforce governance to assure quality.
  • The Bottom (Committed Teams): Possess the deep expertise and vision, but are constrained by rigid systems, a lack of institutional buy-in and overwhelm.

Turning Urgency into Action: A Framework for Change

To break this deadlock, leadership needs more than just a request for more budget—they need a catalyst. Drawing on established change management principles, we believe unlocking this bottle-neck requires two concurrent forces: A Sense of Urgency and Proof of Value.

Here is how teams and leaders can begin bridging the gap:

  • Expose the Hidden Labour (Create Urgency): Teams must stop quietly fixing broken systems in the background. Audit your current ecosystem to map out the hidden risks, single points of failure, and the true operational cost of inaction.
  • Speak the Language of the Board (Prove Value): Shift the conversation from technical outputs to strategic outcomes. Frame digital investments not as "new tech", but as financial sustainability, wider audience reach, and risk mitigation.
  • Empowered through Digital Literacy: Change must be driven from the top - executive teams and trustees need to commit to learning, staying curious and educating themselves to have the confidence and safety to lead in digital and tech . By gaining a better understanding of what is possible, and how digital is delivered, leaders can empower and trust their teams to do their best work.
